Enrollment and ERSEA
Eligibility, recruitment, selection, enrollment and attendance. Enrollment is measured against funded slots at the classroom, and attendance is measured against the days each child was actually enrolled rather than against the length of the program year.
Funded slots against children enrolled
Funded slots are set per classroom by the award. A center reads as fully enrolled when every classroom is full, so a program at 99% of its funded total can still have a specific room short.

Categories are mutually exclusive and sum to cumulative enrollment, which is the validation the annual report runs at item A.13.

Dual language learner status is recorded for every child whose primary language at home is not English. The count drives the way assessment results are read: for these children an English-medium result measures English acquisition as much as development.

Children enrolled fewer than 45 days are excluded from growth analysis but retained in single-point reporting. 12 of the 24 withdrawals fall in that group.
Average daily attendance by month
The dip in December and January is the winter break period, where a short month of school days magnifies a few absences. Average daily attendance across the year to date is 88.0%.

Four classrooms sit above 40%. A classroom-level figure is what an attendance protocol can act on, because the same program-wide rate can be a broad problem or four specific rooms, and those two situations need different responses.

Groups the program is required to report
Reported at items A.27, C.24, C.48, A.28 and A.17. Each is a count over the same child rows, so a figure quoted on a board slide and the same figure on the annual report cannot disagree.
